(1) With the exception of a student pilots licence, no person may be issued with a pilot licence under this Part unless he or she has demonstrated or provided proof of the ability to speak the English language as set out in Document SA-CATS 61.
(2) No pilot may exercise the privileges of the licence issued without a valid language proficiency rating.
