When an aircraft, which is equipped with an emergency lighting system is in flight and below 1 000 ft above ground level, or on the ground with passengers on board—
(a) the emergency lighting system shall be switched on; or
(b) the normal cabin lighting system shall be switched on and the emergency lighting shall be armed.
